BUDGET ESTIMATE OF HARYANA STATE POLLUTION CONTROL BOARD FOR THE FINANCIAL YEAR 2010-2011.
EXPLANATORY MEMO
As required under section 38 of the Water (Prevention and Control of Pollution) Act, 1974, the Board shall during the financial year, prepare its Budget in respect of the ensuing financial year, showing the estimated receipt and expenditure for forwarding the same to the State Govt.
The State Pollution Control Boards all over the country are striving to organize measures to achieve the objective of pollution free environment. The Haryana State Pollution Control Board is charged with the responsibility of prevention and control of Pollution of Water, Air, Noise, Hazardous Waste, Bio-Medical Waste etc. in the State. Therefore, attempt has been made to present the Budget to achieve the overall objectives as enshrined in the Water, Air, Noise Act, Hazardous Waste Management Act and Bio-Medical Waste Act.
Accordingly, the Budget Estimate for the year 2010-2011 has been prepared which comes to Rs.3863.00 lacs against the Budget provision of Rs.3635.00 lacs for the year 2009-2010. The increase in expenditure during the year 2010-2011 will be due to the following reasons :-
1. Under head Salaries, an amount of Rs.1534.00 lacs has been provided during this year as against provision of Rs.1150.00 lacs during the year 2009-10. This increase in expenditure is due to the reason that
enhancement of D.A. and 60% Arrear of Revision of Pay scale
w.e.f. 1.1.06 likely to be paid during the year 2010.2011.
2. There is need to create awareness/knowledge of environmental issues to citizens, school-children, through Seminars and pamphlets. Therefore, the provision of expenditure has been made under the heads “Research & Development Projects”, “Publication and Advertisement” and “Eco clubs/Environment Awareness” for Rs. 360.00 lacs against provision of Rs.410.00 lacs during the year 2009-10.
3. Since the office building at Sonepat and a residential complex for Board’s employees at Panchkula is planned to be constructed, and plot for Panipat Laboratory is to be purchased during this year an amount of Rs. 600.00 lacs has been provided in the Budget for the year 2010-11 against provision of 500.00 lacs during the year 2009-2010.
The estimated Receipts during the year 2010-2011 will be Rs. 3863.00 lacs against the estimated expenditure of Rs.3863.00 lacs. The Receipts on account of Consent Fee (Water & Air) is estimated Rs. 1460.00 lacs during the year against the provision of Rs.1265.00 lacs during the year 2009-10. Similarly, the receipt on account of Appeal/Authorization/Public Hearing/NOC Fee is anticipated as Rs. 765.00 lacs against the provision of Rs. 690.00 lacs during the year 2009-10 and Cess fee is estimated to be reimbursement by Govt. of India Rs. 500.00 lacs during the year 2010-11 against provision of Rs.600.00 lacs during the year 2009-2010. The overall increase in the above said fees will be due to covering more new Industries under Pollution Acts in the State. The details of estimated receipts and expenditure are given as per Annexure - ‘A’ & ‘B’.
RECEIPT HEADS
Under the Budget Estimate for the year 2010-2011, it has been proposed to spend Rs.3863.00 lacs against the estimated receipt of Rs. 3863.00 lacs.
Total receipt under this head for the year 2010-2011 is likely to be Rs.3863.00 lacs against the receipt for the year 2009-10 of Rs.3635/- lacs from (i) Sample Testing Fee (ii) Consent Fee ( Water & Air) (iii) Water Cess Fee (iv) Misc. Receipts/ sale of Forms (v) NOC Fee/Authorisation Fe/Public Hearing fee etc. Table is at Annexure ‘A’.
EXPENDITURE HEAD :
A provision of Rs. 3863.00 lacs has been made under the expenditure head against the expenditure for the year 2009-10 of Rs.3635.00 lacs. The detail is at Annexure ‘B’
